Installed WindowsXp with SP2 in a virtualbox and windows update was not working.

Get the windows update agent installer:

32bit:
http://download.windowsupdate.com/windowsupdate/redist/standalone/7.4.7600.226/windowsupdateagent30-x86.exe

64bit:
http://download.windowsupdate.com/windowsupdate/redist/standalone/7.4.7600.226/windowsupdateagent30-x64.exe

After installing, windows updates should be working again. It may want to download another update agent and the genuine tool.

Afterwards it gave the choice to install SP3 or take the longer route.

Jumped straight to SP3 it was only a 66.9 MB file.

After SP3 install, update to internet explorer 8 inorder to skip all IE6 updates.

Then install updates normally.
